Instagram Ad Costs and CPM/CPC Rates in 2026
A comparison of average CPM and CPC across Meta Ads, Google Ads, TikTok Ads, NAVER GFA, and Kakao Moment using published benchmark figures, alongside offhands's short-form ad production terms for the creative side of the same campaigns.
· Updated
Instagram ad prices are set by real-time auction, so there is no fixed rate card. As of 2026-09-28, international benchmark reports put Instagram feed CPM at roughly $6.25 to $7.68. At the creative-production stage, offhands's Short-form Ad Production (planning, filming, editing, captions, and file delivery per platform, available as a single-video contract or a monthly contract, per the official site as of 2026-09-23) is one option for preparing files for Instagram Reels and feed placements.
There are more platforms worth comparing against the same budget. Google Ads and TikTok Ads use auction-based pricing similar to Instagram, while NAVER GFA and Kakao Moment manage bid floors separately for Korean inventory. The Kakao Developers documentation states, as of 2026-09-28, a default display bid of CPC 200 KRW (minimum 10 KRW) and CPM 1,000 KRW (minimum 100 KRW), and a Biz Board bid of CPC 200 KRW and CPM 3,000 KRW (minimum 1,000 KRW). These are platform default values that advertisers can change, not observed market averages.
offhands Short-form Ad Production
offhands's Short-form Ad Production bundles planning, filming, editing, captions, and per-platform file delivery into a single contract, and as of 2026-09-23 (official site) it can be booked either as a single-video contract or as a monthly contract.
Instagram Reels, feed video, and TikTok all use vertical video but each has different file specs and caption placement. Receiving one shoot re-cut into separate files per platform means an ad operator does not have to re-edit the same footage repeatedly. Captions are included in delivery, so the message still lands in Instagram's feed environment, where video autoplays without sound. Choosing the monthly contract secures a steady stream of new creative each month, which is a way to plan ahead for the drop in performance that auction-based platforms see when the same creative is shown repeatedly.
Revision counts, copyright transfer, and refund terms are set out in the quote and contract, and are not presented as guarantees. Production cost is negotiated separately based on project scope, and is a line item distinct from the CPM/CPC spend paid to the ad platforms themselves.
Meta Ads (Instagram/Facebook)
Meta Ads is an auction-based product that ranks impressions by bid multiplied by estimated action rate and ad quality (Meta calls this "total value"). As of 2026-09-28, international benchmark reports put blended Meta CPM at $6.25 to $16.80, Instagram-only CPM at $6.25 to $7.68, and CPC at $0.45 to $3.77.
The wide range exists because each report pools a different mix of industries and placements (feed, Stories, Reels). The Meta Business Help Center explains the bidding formula and budget-floor concepts but does not publish country-level average CPM or CPC figures.
The same service's user review section lists complaints about accounts being suspended without explanation, alongside complaints about extra charges caused by billing-synchronization errors between Instagram and Facebook.
Google Ads
Google Ads offers both cost-per-click and cost-per-thousand-impressions pricing across Search, Display, YouTube, and Shopping placements. A Korean agency report lists Search-ad CPC, as of 2026-09-28, ranging from a few hundred KRW to more than 10,000 KRW depending on industry, citing law, moving services, and hospitals as higher-cost examples.
That figure comes from an agency blog aggregate that does not disclose its sample or methodology, and Google's own CPC/CPM definition pages describe the calculation formulas only, without publishing country-level averages. Daily budgets are set by the advertiser, and Google states it will not exceed the monthly cap implied by that setting.
The same service's user review page lists complaints about difficulty reaching support, alongside complaints about being billed past a set daily budget.
TikTok Ads
TikTok Ads Manager's official budget guidance sets a floor of more than $20 per day at the ad-group level and more than $50 at the campaign level. As of 2026-09-28, third-party reports covering the Korean market disagree with each other, citing CPM figures from 3,000 to 16,000 KRW and CPC around 2,500 KRW.
These Korean figures are not published by TikTok itself but are estimates from marketing blogs using different samples, and some of them do not distinguish between influencer sponsorship rates and Ads Manager auction rates. TikTok separately publishes a recommended daily budget for the Asia-Pacific region.
Because it shares the vertical, short-video format with Instagram Reels, some advertisers reuse the same source footage across both platforms.
NAVER GFA
NAVER GFA (renamed, per trade-press reporting, to NAVER Performance Display Ads in October 2020) serves real-time-bid ads into the NAVER app feed, Cafe, and Band inventory. A community/agency report breaks down CPC, as of 2026-09-28, as 150 to 500 KRW on Cafe placements, 500 to 1,000 KRW on general placements, and 2,000 to 5,000 KRW for B2B industries.
The same community post states that GFA's per-industry CPC tends to run higher on average than other display networks. Inventory is limited to the NAVER app, Cafe, and Band, so it does not reach traffic outside that ecosystem.
Kakao Moment
Kakao Moment's own developer documentation sets default and minimum bids rather than publishing an average: a default display bid of CPC 200 KRW (minimum 10 KRW) and CPM 1,000 KRW (minimum 100 KRW), and a Biz Board bid of CPC 200 KRW and CPM 3,000 KRW (minimum 1,000 KRW), as of 2026-09-28.
Because these are platform defaults rather than observed market averages, they cannot be compared directly to the third-party benchmark ranges reported for the other platforms above without noting that difference in kind.
